Scholarships in Pakistan: HEC, Provincial and International Options

A verified, source-checked directory of scholarships open to Pakistani students in 2026 — HEC programmes, provincial endowment funds, fully funded options abroad, what each one actually pays, and how to avoid the agents who charge for them.

By Scoodemy team · 22 Oct 2026

Most scholarship pages about Pakistan are written by people who have never opened the application portal. They list twenty programmes, attach a deadline that expired two years ago, and finish with an ad for a consultancy. Students act on that information and miss windows that were open all along.

This guide is built the other way round. Every programme below was checked against its own official page on the day of publication, and where an official source did not state a figure, no figure appears. That means some entries are shorter than you might want. It also means nothing here will send you to a portal that closed in 2023.

Scoodemy is a tutoring marketplace. We do not award scholarships, we do not process applications, and we have no relationship with any of the bodies listed here. We have no financial reason to oversell any of these programmes, which is why we can also tell you which ones are currently closed and which ones you cannot apply to at all.

Accuracy note — read this first

Last verified: 23 September 2026. Scholarship deadlines, income thresholds, stipend rates and portal addresses in Pakistan change constantly, often mid-cycle and often without a public announcement. Programmes get renamed when governments change. Portals move.

Every claim on this page is sourced to a document we fetched and read on 23 September 2026, and each source is linked. The official portal always overrides this page. If the HEC site, a provincial endowment fund, or an embassy says something different from what you read here, they are right and we are out of date. Tell us through contact us and we will fix it.

One live example of why this matters: the United States Educational Foundation in Pakistan, which runs Fulbright, has moved from its old address to usefp.org. The old domain now only redirects. Links published on blogs two years ago are already dead.

How scholarship money in Pakistan is actually organised

Four channels, behaving completely differently, with application mechanics that are not interchangeable.

Federal programmes run by the Higher Education Commission. HEC is the largest single source of higher-education funding in Pakistan, and its scholarships and grants index lists over forty separate schemes. Some are applied for directly on the HEC scholarship portal; others go through your university's financial aid office and never touch HEC directly.

Provincial endowment funds. Punjab, Sindh and Khyber Pakhtunkhwa each run their own funds with their own domicile rules. Frequently the best-value option for an undergraduate, and frequently ignored because they do not advertise.

Foreign government and multilateral programmes. Fulbright, Chevening, Commonwealth, Erasmus Mundus, DAAD, Türkiye Bursları and the Chinese Government Scholarship — mostly postgraduate, mostly highly competitive, and several requiring a nomination from HEC rather than a direct application.

Private, NGO and corporate funds. Smaller, less publicised, often faster to decide, and where a determined student with modest grades has the best realistic odds.

Apply in at least two of these channels at once. Students who put everything on one HEC application end up with no funding at all.

HEC scholarship programmes: the federal layer

The HEC Need-Based Scholarship

This is the flagship domestic need based scholarship and the one most undergraduates should look at first.

According to the official eligibility criteria, it is available at undergraduate level in all disciplines at HEC-selected public sector universities and degree-awarding institutions. Eligibility is assessed against your family's financial position by an Institutional Scholarship Award Committee at the university itself, not by HEC in Islamabad. You must either compete for and win admission through the institution's normal admission policy, or already be enrolled in an undergraduate programme there.

The single most common disqualifier: students who secure admission on self-finance are not eligible. If you took a self-finance seat because your merit position was short, you have put yourself outside this scheme.

What it pays, per the same page: full university fees, adjusted against the grant allocated to your institution, plus a Rs 6,000 per month stipend for the complete programme — four to five years for most degrees, a full five years for Medicine and Pharm-D.

How you apply matters and trips people up. The how-to-apply page is explicit: you collect the form from the Financial Aid Office at your participating university, and you return it there. "HEC will not accept any application form directly." Funds are disbursed through the university, not to you from HEC. If somebody offers to submit your need-based application to HEC on your behalf, they are describing a process that does not exist.

BISP Scholarships for Undergraduates — and the naming problem

This is the programme most people are searching for when they type "ehsaas scholarship", and it is the one where getting the name right actually matters.

The naming has genuinely changed, more than once, along with the government. It launched as the Ehsaas Undergraduate Scholarship. It was subsequently restructured and referred to as the Benazir Undergraduate Scholarship Project. Today the HEC page that hosts it still sits at the /Ehsaas/ URL but is headed BISP Scholarships for Undergraduates. The Poverty Alleviation and Social Safety Division describes the same scheme as the "Benazir Undergraduate Scholarship Project", implemented by HEC, and records more than 102,000 awards across three cohorts, with 50% of scholarships reserved for female students and 2% for differently abled persons.

Two things follow from that. First, the programme is administered by HEC, not by BISP's own offices, whatever the name suggests — the BISP website itself lists Benazir Taleemi Wazaif and the Nashonuma programme, not an undergraduate scholarship portal. Second, any page telling you to apply for an "Ehsaas scholarship" through an 8171 SMS service is confusing this with BISP's cash transfer programmes. They are different schemes with different portals.

What it pays, per the HEC financial support page: "Semester Tuition Fee as per actual" plus a stipend of Rs 40,000 per annum. PASS records the income ceiling for the project at household income up to Rs 45,000 and a living stipend of Rs 4,000 per month, which is the same money described monthly rather than annually.

Current status, checked today: the application page states that "The scholarship portal is currently closed." Note also that HEC's published eligibility page for this scheme still refers to "newly admitted students of Fall 2021 session", which is a strong sign the page has not been refreshed for the current cycle. Do not plan around it. Watch the HEC announcements page, and ask your own university's financial aid office, who will know before the website does.

Who is explicitly excluded, per that eligibility page: anyone already holding another scholarship or continuing grant; distance-learning students and students at affiliated colleges, public or private; anyone admitted on self-finance or into an evening programme charging higher fees; two-year post-secondary, associate degree and Master's students; and associate degree holders entering an undergraduate programme laterally at the fifth semester.

The USAID-funded Merit and Needs-Based Scholarship Programme

Worth knowing about, and worth knowing its current state, because a large number of scholarship listings still present it as open.

HEC's own page states plainly that the programme is currently closed for new scholarship intake. It has supported academically qualified but financially constrained Pakistani students since 2004. Phase-II, launched in 2013, offered 3,000 scholarships with 50% reserved for female students across Engineering, Technology, Medicine, Nursing, Social Sciences, Agriculture and Business, at 30 partner universities including four female-only institutions, on a budget of roughly US$23.1 million against Phase-I's US$10.63 million.

If a site tells you to apply to this programme today, that site has not checked. Existing scholars continue; new intake does not exist.

Indigenous PhD Fellowship Programme

For domestic doctoral study, this is the main HEC route. From the Phase-II eligibility page: Pakistani or AJK nationals, minimum 16 years of education, and no third division or Grade D anywhere in your entire academic career. For direct PhD entry, a minimum CGPA of 3.0 out of 4.0, or 3.75 out of 5.0, or first division in the annual system, in your MS/MPhil or equivalent. Age limit 40 for full-time regular faculty at public sector universities and regular employees of public sector or R&D organisations, 35 for everyone else. Candidates already holding another HEC or government scholarship are not eligible.

The financial support page sets out the package: Rs 12,000 per month during the first two MS years with a Rs 1,000 annual increment, Rs 18,000 per month during the three PhD years with a Rs 1,500 annual increment, a Rs 5,000 per annum book allowance, Rs 10,000 towards thesis charges, and a one-time Rs 60,000 laptop provision. The university also receives Rs 100,000 per annum for academic resources and Rs 60,000 per annum for laboratory equipment and consumables during the PhD.

Those stipend figures are not a salary. Plan your finances on the assumption that an indigenous PhD is a subsidy, not an income.

HEC Overseas Scholarships and bilateral schemes

HEC's overseas track funds study abroad directly. The most recent large round, Overseas Scholarships for PhD in Selected Fields Phase-III, requires Pakistani or AJK nationality, 18 years of education, a minimum CGPA of 3.0 out of 4.0 or first division in the terminal degree, a maximum of one second division throughout the academic record, and an age ceiling of 35, extended to 40 for government and public sector employees who also need a No Objection Certificate. Placement is at Top 200 QS or THE ranked universities, across eight thematic areas, and where tuition exceeds the allocated cap the candidate must negotiate a fee waiver themselves.

That round has closed — the application window ended on 28 August 2026 at 4:00 PM, with the HEC Aptitude Test scheduled for 27 September 2026. Phase-IV, if it comes, will be advertised on the HEC announcements page.

Alongside its own funding, HEC acts as Pakistan's nominating agency for a range of bilateral schemes. Its Learning Opportunities Abroad listing currently carries the Hungarian Stipendium Hungaricum programme, the Commonwealth Scholarship Programme for 2027-28, and the Chinese Government Scholarship Programme, and states that applicants must hold a valid HAT score for postgraduate programmes or a USAT score for bachelor's programmes before applying through the portal. HEC also publishes country-wise guidelines for Australia, Austria, China, France, Germany, the Netherlands, New Zealand, Norway, South Korea, Sweden, Thailand, Turkey, the United Kingdom and the United States, setting out which institutions in each country HEC will fund you to attend.

That guideline set is the most under-used document in Pakistani scholarship planning. It tells you, before you spend money on applications, whether the university you are dreaming about is one HEC will actually pay for. The China guideline, for instance, records that HEC has worked with the China Scholarship Council under a memorandum of understanding since 2012, and that shortlisted candidates must secure PhD admission at one of the QS-ranked top 25 Chinese universities.

Provincial scholarships: the ones people miss

Punjab — PEEF and Rahmatul-lil-Alameen

The Punjab Educational Endowment Fund has been running since 2009, and its own site records that with the 2025-26 round the total number of scholarships awarded will exceed 505,000. That scale makes it the most significant provincial scheme in the country.

PEEF works in a way almost nobody explains, and it changes how you should behave. Per its Outreach Scholarships page, 80% of PEEF's annual scholarships go through the Outreach category at Intermediate and Graduation level, and PEEF has adopted what it calls a "Pro-active Approach": "No advertisements are released to seek applications for scholarships (except Special Quota & Master's level); rather PEEF itself obtains data of meritorious students from all Board of Intermediate and Secondary Education (BISEs) of Punjab and Federal Board of Intermediate and Secondary Education (FBISE) and contact the eligible and meritorious students who have attained top positions in their respective tehsils & educational streams."

Read that twice. For the largest slice of PEEF funding, there is no application form to hunt for. PEEF finds you from your board results, by tehsil. What you control is your board position and making sure your board record is accurate. If you are in Part I or Part II now, your board marks are the application.

The declared eligibility threshold for Outreach is parental monthly income from all sources at or below Rs 60,000, with exemptions for children of government employees in BPS 1–4 where salary is the only income source, and for children of civilians martyred in terrorist attacks. Special Quota categories cover orphans, children of BPS 1–4 government employees, children of religious minorities, disabled students, children of civilians martyred in terrorist attacks, and children of divorced mothers.

Two disqualifiers on that page are worth memorising because they are permanent and silent: marks improvers and students who passed in a supplementary session are ineligible, as are students who passed with grace marks. A student who retakes a paper to raise an aggregate may gain three marks and lose a scholarship worth several years of fees. If you are weighing a retake, weigh that too — and if the underlying problem is a subject you never got on top of, fixing it with a subject tutor before the annual exam is a far better trade than a supplementary attempt afterwards.

At Master's level, PEEF does advertise. Requirements: Punjab domicile, at least 60% marks or a minimum CGPA of 2.5 at graduation level, admission as a full-time student at a partner university in the current academic year, parental income at or below Rs 60,000 per month, and no other educational scholarship. Anyone who already holds an MA, MSc, MS or MPhil is ineligible. Forms go to the university, never to the PEEF office — "Forms send directly to PEEF shall not be entertained."

PEEF also runs a PhD scheme (CMMS) for students admitted to the QS subject-wise top 50 universities worldwide, a scheme funded with the Human Rights and Minorities Affairs Department for minority students of Punjab, an AJK programme covering Intermediate, Graduation and Master's, and a joint programme with the FCDO.

Separately, the Punjab Higher Education Department runs the Rahmatul-lil-Alameen Scholarship, with approximately 15,000 scholarships at Intermediate and Undergraduate level, each worth Rs 25,000 per annum, applied for online through the HED scholarships portal. That portal was unreachable when we checked it on 23 September 2026, which is not unusual for provincial portals between intake windows — reach it from the HED page above rather than assuming the scheme has closed. Merit and need-based tracks both exist; confirm the current criteria on the portal itself before assuming which one you fall under.

Sindh — SEEF

The Sindh Educational Endowment Fund is run under the College Education Department, Government of Sindh, and exists to help students from low-income groups in Sindh acquire higher education at reputable public and private universities, specifically naming Information Technology, Engineering, Medicine and Business Administration.

Applications are made online at form-seef.com. SEEF's own notice board shows that the SEEF Scholarship Program 2026 opened in July 2026 with a last date of 31 August 2026, which has now passed. The next round will be announced on the same notifications page. Third-party sites circulate specific GPA and income thresholds for SEEF; because those figures do not appear on the official pages we were able to read, we are not repeating them here. Take them from the application portal.

Khyber Pakhtunkhwa — CMEEF

The Chief Minister's Educational Endowment Fund, described on the KP Higher Education Department site, is merit-cum-affordability based and unusually clear about its numbers.

Core criteria: KP domicile, parental or guardian monthly income from all sources not exceeding Rs 100,000, and no other scholarship for the same degree. It is fully funded, covering tuition fee, admission fee, hostel fee and a Rs 5,000 per month stipend.

Scholarship counts, as published: 272 at undergraduate level, 70 for inland graduate study, and 10 for international PhD study. For inland graduate awards, applicants must be under 50, hold a first division or CGPA 3.00 out of 4.00, and score at least 50% in GRE/GAT for MS/MPhil or 60% for PhD. For the international PhD track, applicants must be under 45, score 60% in an international GRE or GAT, and hold a valid unconditional offer from a university in the QS top 300.

Ten international PhD slots is a small number. Treat it as a genuine long shot alongside a serious application to Fulbright or Commonwealth, not as a plan.

Fully funded scholarships for Pakistani students abroad

Fulbright, through USEFP

The largest and best-known route to graduate study in the United States. From the Fulbright Degree Program page: Master's applicants need a four-year Bachelor's degree or a Bachelor's and Master's combination amounting to 16 years of formal education; PhD applicants need a Master's, MPhil or comparable degree amounting to 18 years, from an accredited university. All academic disciplines are eligible except clinical medicine.

The award funds tuition, required textbooks, airfare, a living stipend and health insurance. The GRE General is required of all applicants, with a minimum of 145 on each section and a stronger score expected on the section most relevant to your field. Selected candidates then sit TOEFL.

The application closes on 1 April, and the cycle runs more than a year ahead — the 1 April 2026 deadline was for the 2027 Fulbright Program. You submit an online package containing the application form, three reference letters, the GRE score report, and scanned transcripts with an explanation of the grading scale. Incomplete and paper applications are not considered.

The ineligibility list is strict. Dual US and Pakistani nationals are out, as is anyone with a spouse or child over 18 who is a US citizen or permanent resident; employees and contractors of Fulbright, the US Department of State or USAID and their close relatives; anyone who has already held a Fulbright award; and anyone already studying in the United States or holding a work, residence or student visa in any country. You must reside in Pakistan throughout the process and commit to returning to serve Pakistan.

USEFP also runs the Humphrey Program, FLTA, a journalism scholarship, CCIP, CCAP, TEA and the Fulbright Scholar and Specialist programmes. Check the current windows on the USEFP site — several were closed as of today.

Chevening

The UK Foreign, Commonwealth and Development Office's flagship scheme, funding one-year taught master's courses. From the Chevening eligibility page: you need at least two years' work experience acquired after completing your undergraduate degree, defined as 2,800 hours, an undergraduate degree, applications to three UK courses with at least one unconditional offer received by the stated deadline, and a commitment to return to Pakistan for at least two years after the scholarship ends.

The Chevening Pakistan page shows applications for the 2027-2028 intake open and closing at 11:00 UTC on 6 October 2026. Chevening also notes that partner organisations offer additional scholarships and that some go unfilled every year, which is a genuinely useful thing to know and almost never mentioned.

The 2,800-hour rule is the one that quietly disqualifies fresh graduates. If you finished your degree this year, Chevening is not a scholarship you apply for now. It is one you become eligible for in two years, which means the sensible move today is to take the job that logs the hours.

Commonwealth Scholarships

Administered by the Commonwealth Scholarship Commission in the UK. Per the Commonwealth Master's Scholarships page, Pakistan is one of 42 eligible countries. You need citizenship or refugee status and permanent residence in an eligible country, a first degree of at least upper second-class (2:1) honours standard, demonstrable financial need, and availability to begin study in September 2027 for the current round.

The process has two halves and missing either one ends your application. You must apply to a nominator — in Pakistan, that is HEC as the national nominating agency, which sets its own earlier deadline — and you must apply through CSC Central, which closes at 16:00 BST on Tuesday 20 October 2026. Nominators submit to the CSC by December 2026, and applicants can expect outcomes by July 2027.

The award covers tuition, approved airfare both ways, a study travel grant, a child allowance of £622 per month for a first child and £154 for a second and third child under 16, and a monthly living allowance of £1,712, rising to £2,000 in the London metropolitan area. It funds one-year taught Master's programmes only and excludes MBAs. Because HEC handles the Pakistani nomination, watch the HEC announcements page for the national deadline, which falls well before the CSC one.

Erasmus Mundus Joint Masters

The European Union's joint master's scheme, and structurally different from everything else here. Each programme is delivered by a consortium of at least three institutions in different countries, runs one to two academic years for 60 to 120 ECTS credits, and you move between countries as part of the degree.

From the official Erasmus+ page: students worldwide with a bachelor's degree, or in their final year provided they graduate before the programme starts, may apply. Full scholarships for top-ranked applicants cover participation costs, travel, visa and a living allowance.

Crucially, there is no central application. You apply directly to the consortium running the programme you want. The EACEA Erasmus Mundus catalogue currently lists 218 projects, searchable by country, duration, credits, university and field. Most consortia take applications between October and January, and not every catalogue entry carries a scholarship.

DAAD

Germany's academic exchange service funds a wide range of programmes rather than one scheme, which is why "the DAAD scholarship" is a misnomer. The route is the DAAD scholarship database, which currently lists 149 options and filters by your country of residence, status, subject area and purpose; DAAD's own guidance confirms it is the entry point through to each application portal.

Indicative published rates: monthly payments of €992 for students and €1,300 for doctoral candidates, plus travel allowances and in many programmes health insurance. Independent volunteer committees weigh academic qualification, the quality of the proposed study or research project, and the applicant's potential. Deadlines vary programme by programme; there is no single DAAD date.

Türkiye Bursları

Turkey's government scholarship, covering university placement, tuition, a monthly stipend, accommodation, health insurance, a flight ticket, a Turkish language course where applicable and adaptation support, at associate, bachelor's, master's, PhD and research level.

The published application calendar sets a general application period of 10 January to 20 February, evaluation in March and April, interviews from April to June, and results in early August, with a separate Success Scholarship in October and November and four Research Scholarship windows a year. The calendar as published does not name a year, so confirm your cycle's exact dates on turkiyeburslari.gov.tr. Applications are online and free of charge — worth remembering when you reach the next section.

Chinese Government Scholarship

For Pakistani students, the CSC route generally runs through HEC rather than around it. HEC lists the Chinese Government Scholarship Programme on its Learning Opportunities Abroad page and acts as the nominating agency, requiring a valid HAT score for postgraduate applications or USAT for bachelor's applications. HEC's China guideline records the HEC–CSC memorandum of understanding dating from 2012, and that HEC-funded PhD candidates must secure admission at a QS-ranked top 25 Chinese university.

Deadlines for this programme move annually and are announced on the HEC scholarship portal. Check there rather than trusting a date on a listing site.

Private, NGO and corporate funds

Smaller pots, less competition per rupee, and often a faster decision. Verify each one yourself; this space contains both serious institutions and opportunistic imitators.

Pakistan Bait-ul-Mal runs an education stipend for deserving students and Schools for Rehabilitation of Child Labour, which provide free education to children in labour. PBM's site does not publish stipend amounts or income thresholds on its public pages, so use its "How To Get Assistance" section and its regional offices rather than a figure you read elsewhere.

Akhuwat Education Services operates a Public School Support Programme covering 600-plus adopted schools and learning hubs, Akhuwat College Kasur for boys and Akhuwat College for Women in Chakwal offering intermediate and bachelor's programmes fee-free, hospitality and tourism diploma training, and a fee-free residential university under construction. Admission runs through online forms and NTS entrance exams depending on the institution, with reserved seats across provinces. Akhuwat's wider model combines scholarships with interest-free loans, which is a genuinely different proposition from a conventional education loan.

Alkhidmat Foundation runs the Alkhidmat Academic Scholarship programme for students in colleges, universities, medical colleges and technical institutes, bundling financial assistance with mentorship and professional training. Marks thresholds circulate widely on third-party sites; we could not read them on Alkhidmat's own pages, so take them from the portal or from aas@alkhidmat.org directly.

Beyond these, most large Pakistani universities operate their own zakat funds, qarz-e-hasana schemes and sibling concessions that are never advertised outside the campus. Ask the financial aid office directly, in person, before you decide a place is unaffordable. If you are still choosing where to study, our institutions directory and the guidance in how to choose a school in Islamabad cover the questions worth asking on a campus visit — and "what internal financial aid do you have, and who decides it" belongs on that list.

The scholarship scam economy

This is the part of the subject no aggregator site will publish, because a meaningful share of their advertising revenue comes from the people it describes.

Start from one rule. Every government scholarship listed on this page is free to apply for. Anyone who charges you a fee to "secure", "arrange", "confirm" or "guarantee" a government scholarship is defrauding you. There is no expedited channel, no inside contact at HEC, and no paid nomination. HEC's need-based process runs through your university's financial aid office. Türkiye Bursları states explicitly that its online applications are free of charge. Commonwealth requires a nomination from HEC that no private agent can supply.

This is not theoretical. In July 2026 the Federal Investigation Agency's Anti-Human Trafficking Circle arrested a man in Sialkot operating an agency called "Broadway Consultancy" who had, according to the state news agency report, taken roughly US$10,000 from each of multiple students by promising admission to the University of Nevada, Reno along with HEC-funded PhD scholarships. He produced forged documents carrying HEC's name; HEC verified them and declared them fake. A case was registered under sections 420, 468 and 109 of the Pakistan Penal Code.

HEC maintains a standing public alert on fraudulent websites, calls and online scams. Its position is unambiguous: HEC "does NOT contact individuals directly for attestation, verification services, or to request any payments or personal information over the phone." It tells the public to always use the official portal at eservices.hec.gov.pk, never to share personal information, passwords, OTPs or bank details by phone or on suspicious websites, and to ignore and report any call requesting payment on HEC's behalf.

Practical defences:

  • Type the portal address yourself. Do not reach a scholarship portal through a WhatsApp link, a Facebook post or a sponsored search result. Every official URL you need is linked on this page and on the programme's own site.
  • Treat urgency as the tell. "The portal closes tonight, pay the processing fee now" is the entire business model. Real deadlines are published weeks ahead on official pages.
  • Nobody can raise your marks or your ranking. A scholarship decided on board position or CGPA cannot be influenced by a consultant.
  • Paying an agent for a visa or admission file is a separate service from a scholarship. Legitimate education consultants exist, and they charge for document handling and advice. The moment one claims to control a scholarship decision, walk.
  • A scholarship that asks for your bank OTP is a bank fraud wearing a scholarship costume. Awards are disbursed to you or through your university; they never require you to read a code back to someone on a call.

Writing the application: the part you actually control

Eligibility gets you into the pool. The application decides what happens next, and Pakistani applicants lose winnable awards on avoidable execution errors.

The personal statement

Selection committees read hundreds of these. Three faults recur.

Opening with a philosophy of education. "Education is the backbone of any nation" costs you your first paragraph, the only one you can be confident everybody reads. Open with the specific thing you want to do and why you are the person to do it.

Describing hardship without describing response. Need-based panels already have your income certificate. What they cannot see is what you did about it — the tuition you taught to cover your own fees, the two-hour commute you made for three years, the year you sat out and what you did with it. Concrete, dated, checkable.

Naming no particulars. "I want to study computer science at a good university" versus "I want to work on low-resource speech recognition because Urdu and Pashto are badly served by current models, and Dr X's group at Y is one of three doing this work." The second is a candidate. The first is a category.

Two mechanics. Answer the question actually asked — Commonwealth wants a development impact statement, not a CV in prose. And write it yourself: committees have read the same purchased template dozens of times, and an essay whose English is three registers above your interview performance is worse than a plain one.

Reference letters

Fulbright requires three. Most programmes require two.

Ask early, ask people who taught you rather than people with impressive titles who barely know you, and give each referee a one-page brief: which scholarship, what it is assessing, the deadline, and three or four specific things you did in their class or lab that they might have forgotten. A referee working from a blank page writes a letter that says you were regular and hardworking, which is worth nothing.

Where a programme uses an online referee portal, send the request weeks ahead and check that it arrived — Pakistani university email systems drop these routinely, and the failure is invisible to you until the deadline passes. Then chase, politely and in person if you can.

Documentation Pakistani applicants get wrong

This is where the largest number of applications die, and it is entirely mechanical.

HEC's own supporting document list for its undergraduate scheme is a good template for what any need-based panel in Pakistan will want: a copy of your CNIC or B-Form; copies of your father's and mother's or guardian's CNICs; a salary slip or income certificate for father or guardian and mother; an undertaking on minimum Rs 50 stamp paper certifying income where the father is a labourer, shopkeeper or in private employment; copies of the last six months of utility bills for electricity, gas, telephone and water where applicable; a rent agreement if the house is rented; the last fee receipts for you and your siblings; medical bills or expenditure documents where relevant; one passport-size photograph; and one photograph of the front of your house from outside. And the form goes in hard copy to the university's Student Financial Aid Office.

The specific failures:

Domicile. Every provincial scheme is domicile-gated — PEEF requires Punjab domicile, SEEF requires Sindh, CMEEF requires KP. A domicile certificate takes weeks to issue and cannot be produced in a panic. Get it before you need it, and check that the spelling of your name matches your CNIC and your board certificates exactly. A mismatch between "Muhammad" and "Mohammad" across two documents has ended more applications than weak grades.

Income certificates. This is the most contested document in Pakistani need-based assessment, precisely because so much household income is informal. Note that HEC anticipates this and specifies a stamp-paper undertaking for labourers, shopkeepers and private employees rather than expecting a salary slip that does not exist. Get the undertaking drafted properly and attested; do not submit an unattested photocopy and hope.

Attestation. Requirements differ by programme and by country — some want notarised copies, some want attestation by a gazetted officer, foreign applications frequently want documents attested by your university's controller of examinations and then by HEC. HEC now runs a fully online degree attestation system via eservices.hec.gov.pk, which also means anyone offering to walk your degree through an HEC counter for a fee is selling you a queue that no longer exists. Start attestation before you start the application; it is the longest pole in the tent.

Transcripts and grading scales. Fulbright asks for scanned transcripts "with grading scale explanations". A foreign committee cannot interpret a Pakistani annual-system percentage or a 1,100-mark total without help. Ask your institution for an official grading-scale letter and attach it. Applicants who skip this are quietly read as weaker than they are.

Consistency. Your name, date of birth and father's name must be identical across CNIC, matric and intermediate certificates, degree, domicile and the application form. Where they already differ, fix the record now, not in April.

Building a realistic shortlist

Establish your gates first. Domicile, income bracket, sector of your institution, whether you are on self-finance, degree years completed, and your CGPA or percentage. Half the programmes on this page will be ruled in or out by that list in ten minutes — better now than after four essays.

Then work backwards from deadlines. Chevening and Commonwealth run more than a year before the course starts. Fulbright closes on 1 April for a cycle eighteen months out. Erasmus Mundus consortia mostly close between October and January. Provincial funds run their own annual cycles. A calendar with a reminder two months before each date is worth more than any amount of reading.

Protect your academic record above everything else. Almost every programme here gates on marks: 2:1 standard for Commonwealth, CGPA 3.0 for HEC overseas, 60% or CGPA 2.5 for PEEF master's, no third division anywhere for the Indigenous PhD, top-of-tehsil board position for PEEF Outreach. The highest-return scholarship activity for a student in Part I or Part II is not scholarship research; it is fixing the subject dragging the aggregate. If that subject is Biology or Chemistry and medicine is the goal, our MDCAT preparation guide and the MDCAT timeline for FSc students set out how the merit aggregate actually works, and our Virtual Academy covers structured online support where a tutor is not practical.

Apply to more than you think you need. The odds are poor individually and reasonable in aggregate. Four serious applications beat one perfect one.

Frequently asked questions

What is the easiest scholarship to get in Pakistan? An internal award from your own university's financial aid or zakat committee, because the pool is one campus rather than the whole country. After that, the provincial endowment funds, because domicile-gating cuts the field by four fifths before you start. The large HEC and international programmes are the hardest and should never be your only application.

Can I get a need based scholarship at a private university? Usually not from the federal schemes. The HEC Need-Based Scholarship and the BISP undergraduate scheme are both restricted to public sector institutions, and the BISP scheme also excludes affiliated colleges and distance learning. Private universities generally run their own internal aid instead, which is worth asking about directly.

Are there undergraduate scholarships in Pakistan that fund study abroad? Fewer than at postgraduate level, which is the honest answer. Türkiye Bursları and the Chinese Government Scholarship both fund bachelor's study, and HEC requires a USAT score for the bachelor's-level nominations it handles. Fulbright, Chevening, Commonwealth Master's and most DAAD programmes are postgraduate only.

I missed a deadline. What now? Almost every programme here runs annually. Note the date it closed, add a reminder for ten weeks before the same date next year, and meanwhile work on what will make next year's application stronger — the GRE, the 2,800 hours, the CGPA, the missing domicile certificate.

Should I pay a consultant to prepare my scholarship application? For proofreading, test preparation or genuine admissions advice, paying a professional is a normal transaction. For anything described as securing, arranging or guaranteeing a government scholarship, no. That service does not exist and the person offering it is committing a crime.

About this guide

This guide was researched and written by the Scoodemy editorial team. Scoodemy is a Pakistani tutoring marketplace connecting students with verified tutors and listing schools, colleges and academies across the country. We have no role in awarding, processing or influencing any scholarship listed here, and no commercial relationship with any of the bodies named. That is precisely why we can tell you which programmes are closed and which consultants to avoid.

Every factual claim above is sourced to a document we retrieved and read on 23 September 2026. Where an official page did not state a figure, we have said so and pointed you at the portal rather than reprinting a number from a listing site. If you find something out of date, tell us through contact us and we will correct it.

If your immediate problem is a subject that is holding down the grades these programmes gate on, you can browse tutors or read how Scoodemy works first.
